FreshClaim is an Australian medical billing system for private specialist doctors. It handles Medicare, DVA and health fund claims through ECLIPSE, along with invoices to patients, TAC, WorkCover and hospitals, and follows every one of them through to payment.

Gabriel Chan
Co-founder, Practising Clinician
Gabriel co-founded FreshClaim after concluding that inpatient billing would only become reliable if capture, checking and lodgement were built as one system rather than three. He works on what a doctor should not have to think about at the bedside.
Paul Perrett
Co-founder, Technology Executive
Paul has built and led several software companies. His background is in product development and in the process design that decides whether software actually gets used. At FreshClaim he sets the commercial direction and works on making a complicated billing workflow hold up in daily use.
David Perrett
Co-founder, Software Architect
David is the principal architect of the FreshClaim platform. His work spans database design, AI integration and the interfaces people use every day. At FreshClaim that means making a large and unforgiving set of claiming rules behave predictably.
Why FreshClaim exists
I wanted to build a faster, easier system for doctors to collect more of their income.
FreshClaim began with a problem I experienced throughout decades in private practice. I tried every conventional approach to inpatient billing: office staff, external billing services, and bringing the work home myself. None solved the underlying problem. At the end of each year, thousands of dollars of work not paid.
At the individual level, most claims don’t fail for any significant reason. They are held up by issues that could have been corrected: oversights in logistics, small errors in data input, and poor interface and process design. Fixing them takes either more staff or more hours. Both make billing more expensive and slower, without always improving outcomes.
That is when I realised that to make billing more effective without increasing the cost, I would have to address the root causes. Everything from how we physically collect claim data through to the billing software needed to be redesigned for speed, accuracy, and ECLIPSE compliance.
So FreshClaim is not a form for lodging claims into ECLIPSE. It is built to make capture fast enough that nothing is missed, accurate enough that little is rejected, and followed closely enough that clinical work eligible for payment gets paid.
With the help of my partners, we have built the system I wanted as a doctor in private practice. It makes claiming faster and easier, but its most important achievement is much simpler: it gets far more of doctors’ claims paid.

One or two failures in a batch of twenty or thirty claims is enough to lose 5 to 6% of a year’s billing. That is tens of thousands of dollars.

of more than 69,000 submitted claims paid. The proportion left unpaid fell from the 5 to 6% I had measured to around 0.1%, and it did not cost more to process.
